Nigeria

Nigeria is receiving support to improve its agricultural market information systems through the project "Strengthening Agricultural Market Information Systems globally and in selected countries using innovative methods and digital technology" funded by the Bill and Melinda Gates Foundation and implemented by FAO. In this framework, a specific project is being implemented by FAO locally to respond directly to the specific situation and the needs expressed in Nigeria.

The project focuses on:

  • Identifying factors constraining the availability, reliability and timeliness of data on production, forecasts, stocks and market prices for the four AMIS crops; and identifying sustainable solutions using innovative methodologies and techniques;
  • Providing relevant technical assistance and training to improve national capacity and improve the information systems in place;
  • Pilot test innovative methodologies, from data collection to data integration and dissemination.

The project activities are implemented both at federal level, and in the Niger and Kaduna States.

The project work plan is articulated around the following activities:

  1. Enhance documentation and archiving of existing data and related methodologies, and establish a data archive; 
  2. Improve access to existing data, through the design and implementation of a user-friendly access policy and the maintenance of an on-line data portal;
  3. Strengthen data collection, transmission and validation processes, and improve data harmonization;
  4. Improve production forecasts quality;
  5. Contribute to the design of the Strategic Plan for Agricultural and Rural Statistics (SPARS).

Results

Implementation is on-going, and results already achieved by the project include:

  • Detailed assessment of four AMIS crops statistics in Nigeria (market prices, stocks, production forecasts);
  • Relevant staff from Federal and State agencies trained on microdata documentation standards (DDI), tools and practices;
  • Data archiving policy designed for FMARD (formal approval pending);
  • Microdata access policy designed for FMARD (formal approval pending);
  • Relevant staff from Federal and State agencies trained on SDMX tools and practices.

May 2014
In May 2014, several inception and assessment missions were organised in Abuja, Kaduna and Zaria to identify and prioritize AMIS’ support to Nigeria. Different meetings were organized with key stakeholders involved in three AMIS’ statistics domains in Abuja, Kaduna and Niger States. Desk reviews, interviews and bilateral discussions were also undertaken so as to ensure a comprehensive approach for the Nigeria data assessment exercise. This report provides information related to data availability and quality on the following AMIS crops: maize, rice, soybean and wheat.
